At one point, Officer Roedema can be heard on the police body camera video saying, “He has grabbed your gun, mate.” This increased the confrontation. Officer Woodyard, who was holding Mr. McClain’s left arm, later told investigators that after that comment, his target was as difficult as “getting him to the ground below”.
Ms Newman, a lawyer for Mr McMann’s father, disputed the details, saying it was “clearly fabricated” by authorities to justify his behavior. She also said that the officers’ guns were in “security holsters” and could not be easily removed.
Officer Rosenblatt said he applied the carotid grip on Mr. McClain’s neck for about a second as the officer reported the 5-foot-7 Mr. McLain was dropping to the ground. A carotid hold, according to the report, is the application of “pressure to the left and right of a subject’s neck” to deprive the brain of oxygen and induce unconsciousness.
While Mr. McClain was in the field, Officer Woodyard applied to him another carotid hold.
The officers said the officers “consistently applied pain relief techniques and restraint to Mr. McClain from the first moments of the encounter until he was taken away from a garnish,” the report states.
As the officers did, the report stated, Mr. McLain can be heard on the police body video saying: “You are all phenomenal, you are beautiful. Forgive me.”
“Ow, that really hurt,” he said. “You guys are very strong.”
Reportedly, Mr. McLain stated that his voice was stuck, “It’s just because I can’t breathe properly …”
When emergency medical personnel arrived, he “accepted the officers’ belief that Mr. McClain had made that impression worthwhile or was excited without destroying this notion through Mr. McClain’s meaningful inspection or clinical examination.”
